Für einen Beobachter sind es Menschen mit außergewöhnlichen Fähigkeiten, die morden. Die Polizistin Misaki Kirihara hat die Aufgabe die schrecklichen Taten zu stoppen. Li Shengshun, nach außen hin ein sympathischer Austauschstudent, arbeitet in Wirklichkeit für eine geheimnisvolle Organisation, deren Ziele unklar sind, sich aber nicht mit denen der Polizei decken.
